: as if against a thing (as a right, status, property)

proceedings and judgments are quasi in rem when they are in a court having no jurisdiction over the person of the defendant, not seeking to adjudicate a right, title, or status as against all in the world, but seeking to apply specific property within the power of the court insofar as that property is available in satisfaction of a personal action or claim against the defendant
